Fifteen commissioners, three from each county, govern the Commission. The County Board Chair automatically fills one of the three seats. One of the three Commissioners is appointed outright by the Governor (free choice appointment) and one is appointed by the Governor from a list of persons recommended by the County Board (joint appointment).
