The plan consists of 4 environments, each containing 2 planning elements. Each elements will be crafted into its own ‘portable’ plan that will have its own summary, data, maps, and action matrix. Once all 8 elements have been completed, an executive summary will recommend policies that maximize the most strategic and meaningful investments throughout the region.
