2007 Coordinated Planning Efforts
On April 30th, 2007, the SWTT hosted a discussion for local transportation providers and stakeholders within the five-county area. The workshop entitled, “Coordinating Human Transit Services in Southwest Wisconsin” featured a panel of transportation providers who described their experiences with collaborated transportation efforts. It also featured breakout discussion sessions that asked participants how they felt about regional transportation coordination. Discussion focused on identifying the barriers to coordination, the opportunities, and what role (if any) each provider was willing to play in the development of a coordinated plan.


In August 2007, the Southwest Wisconsin Transit Team (SWTT) took formal action to update the Regional Coordinated Public Transit Plan for Southwest Wisconsin.  These actions serve as an addendum to the 2006 Regional Plan which was created to improve the coordination of transit services and therefore provide a basis for efficient and effective resource allocation.  A summary of the two actions approving the plan updates follows:

  1.  Motion amending the regional transit services plan to include (1) the Southwest Wisconsin Mobility Planning Service Institute, (2) a more detailed Regional Fleet Inventory (pending completion), and (3) results of the Passenger Transportation Services Questionnaire Report (pending completion).
  2.  Motion supporting funding applications (including 5310, JARC, and New Freedoms programs) by the Southwest Wisconsin Transit Team, as part of local and regional efforts to achieve goals identified in the 2006-2007 coordinated public transit human services transportation plans.

SWTT Easter Seals Action Plan
In May 2007, five SWTT representatives went to the Mobility Planning Services Institute (MPS) in Bethesda, MD. Sponsored and funded by Easter Seals Project Action (ESPA), the Institute provides intensive training and planning activities to assist participants in developing an action plan for improving access to passenger transportation services in the five-county area. ESPA provides technical support and follow-up for one-year.

The focus of the completed focuses on three outcomes:

  • Drafting a transportation coordination plan, including identification of the common, major transportation routes, and how consumers will access those major routes via accessible, local access points
  • Community partners becoming active members to aid in the development of a transportation plan
  • Identifying and applying for funding to support establishment of a five-county coordinated transportation system

SW WI Transit Survey
In January 2007, the SWTT was awarded a Supplemental Transportation Rural Assistance Program (STRAP) planning grant. It provided the means for the team to develop a comprehensive transportation survey, which was distributed to approximately 3,600 households throughout the five-county area and an additional 1,600 were distributed as part of a one-day agency census. The response will help the team identify where to best focus resources.
