Comprehensive Economic Development Strategy

The five-year CEDS plan serves as a guide for our organization's economic development implementation efforts in southwest Wisconsin. It describes specific public and private investment projects and also functions to enhance opportunities for the region’s communities, and other eligible entities, to receive financial assistance from the Economic Development Administration (EDA).


The CEDS is prepared in conformance with the EDA Reauthorization Act of 2004 and is consistent with the EDA Code of Federal Regulations, 13 CFR, Chapter III, Part 303–Planning Investments and Comprehensive Economic Development Strategies, as published in the Federal Register (Vol. 71, No. 187) on September 27, 2006. Preparation of the report is financed in part by funding from the EDA of the U.S. Department of Commerce.
